According to Forbes it is recommended that an individual spend no more than 30% of your income on rent. According to apartmentguide.com the average rent in Sacramento is $2064 for a 1bdr apartment.  That is 56% of the allowed gross income of a household of three and 71% of a household of two to qualify for food stamps.  The income limit should be raised to at least allow 40 to 45 percent income to rent ratio.
